i had migrate Orion V7 to V8 and it goes ok but when i migrate it to v9 i had the following error: "that software license key is for a different computer/software package combination"

You should open a ticket with the customer service to ensure you can correctly license your Orion NPM.

one more question, i had migrate from orion 7 to orion 8 with the same license and there was no problem in that
the question is after migration from orion v 8.5 to orion 9 shall i deactivate the license for the orion 7 from the license manager?

So you want to say that i have to uninstall orion version 8 first and then install orion 9?
and if that so , the problem is that iam migrating on the same server?
No I meant that once you have Orion upgraded to Orion 9, you do not need to keep the old licenses on your server Orion v7 & v8. However if you keep them installed it will not affect your Orion v9 installation.

That's fine just install Orion v9 on the top of Orion v8 and point the configuration wizard to the same database, everything should upgrade smoothly.
That what i did exactly but after i migrate to orion 9 and after installing it, i reach the license window and he asked me to put my info then i fill the license data then when he asked for the key, i put the key then he can't accept that key. so do you know how to resolve this issue?

As said above you should open a ticket with the customer service. They deal will all licensing issues.
