Syslog Troubles

We are doing an evaluation of Orion here and the last thing I need to verify is syslog services and can we capture and filter data we need from windows hosts as well as unix hosts.
Currently on the Orion development server I have configured syslog server refuses to start. It is giving event id's 7000 and 7009, relating time to connect. The system is running Windows Server 2003 STD SP1 and I have .Net Framework 2.0 installed as well as all security updates. So far the technicial sales engineer has not proven too helpful. Is there any suggestions for this, I am beginning to think this does not work with the eval license.
Secondly and most importantly in the interim of trying to figure out the above issue we have setup just the syslog server compentent from the engineer kit on a workstation and have the Solarwinds Event Forwarder setup on a Win2000 Pro workstation and the event logs it produces come thru as garbled. This is the most important thing that I need to figure out.

Got to speak with my sales guy who grabbed a tech support person two little entries in hosts file and life is good... good to go now on both things.

You can't run software on your server unless Windows has internet access to check if the .NET service is signed & do a CRL check.
