Can't telnet to the device to download config

Hi everyone!

I'm completely new to NCM, so I hope my question won't be seemed so dump to you.^^.This is the 1st time I use such a powerful tool to manage just a win2k3 with web service started up. Though I started up all the necessary services including trap, snmp,and  telnet (of course),... on the managed win2k3, I still can't use the function download config from SW. The result is always "bad password". I checked the field when the program config wizard first run to guide you to authen the devices and typed exactly the content which I had typed on the login info field of the managed device, but it still doesn't work. I'm really confused now. I would be very appreciate your time reading and helping me to fix this glitch.

first click on the device from which you wish to download configuration then cick on action tab, after the click on validate login information if it validated successfully.and the problem still persist the reply me i will see ok

I made a mistake. It's "receiving data", not "sending data". But why error connection refused could happen ? Please help!

Ok now I can telnet, but still can't download configuration data. The status was "sending data " but then was "connection refused." I noticed that the status of my device is : monitoring disabled and there's a red cross on the device icon ? How come I fix this irritating glitch? Please help ASAP !!!!!!!!
