IPAM migration

Hello,
I have IP Address Manager 4.3.2 on WS 2012 R2 and Microsoft SQL Server 2008 R2. 
I'm migrating everything to 2019. 
For this I have installed the Solarwinds-Orion-IPAM-2020.2.4-OfflineInstaller on a WS 2019 new. 
Should I install and later migrate the database or should I migrate it before installation?

I think that I would shutdown the old system, copy and start the database to the new server and then immediately run the installation on the new server. That leaves you with a fallback plan, just power…

What we were proposing is having the previous platform running, in parallel, migrating and updating the database to a new SQL 2019 server. Then,
Install IPAM 2020 on MS 2019 server using evaluation license and test against the new database.
If everything is correct, verify any modifications that may have occurred and carry out the license transfer.
Is it possible to migrate in this way?
