You need SAM. Then you can monitor services and create alerts which can also be used to restart a service if it is not running. I use it all the time. We have some flakey systems who's services are always stopping. Now I don't have to worry. Solarwinds just sees that they have stopped, restarts them and drops me an e-mail to say that it has done so.

SAM or Hybrid Cloud Observability This is bread and butter of server monitoring and is easy to monitor and easy to alert on once you have the monitoring set up.
