I'm getting the following error running the DB config after installing 9.5:
Database configuration failed:
Incorrect syntax near 'EXTERNAL'. You may need to set the compatibility level of the current database to a higher value to enable this feature.
I currently have the compatibility level set to 80 on this DB.
