I have an issue where admins are able to view certain windows/charts inside a node, but a non-admin user cannot. I can't find where to adjust that setting... Does anyone know?

Maybe the non- admin users have different Views defined for their account? Have you edited their Account definition and compared the Node details view with the admin users node details view?
I have reviewed the views, and they are the same.
Some screenshots of your comparisons would help.
