This may be a Windows compatibility/elevation issue with the older SolarWinds SFTP/SCP tool rather than an SFTP issue itself. Try Run as administrator and, if needed, compatibility mode for Server 2008.

Also, the tray app and the actual SFTP service are separate, so please check whether the SolarWindsSftpServer service installed and appears in services.msc.

Can you share:

* exact installer/version
* exact error or screenshot
* whether it fails during install or only when launching
* Windows Server 2016 build
* whether Defender/SmartScreen or AV is blocking it
