Move the “Settings” page to the WEB interface

Remove the Settings page from the multiple Win32 (when multiple polling engines supported) and make it available in the Web interface, as a centralized way to configure all polling engines from a centralizes place.

Got to admit this isn't one I'm quite so interested in at present. We only use a single poller so it isn't something I can say I've had experience with.

Guess it makes sense to have a single point of managmene however... Removes the risk of inconsistencies in the way things happen.
