Add ability to pan when zoomed in the Orion Map module

The ability to pan when zoomed into the map would be very helpful when creating larger maps. Either via scroll bars or a "pan hand".

The ability to PAN already exists. If you click the space bar you should see a change in the cursor which allows you to pan the map.
