Is there a list of which types of SAM components return a 'Down' status versus those that return statuses like 'Critical' or 'Warning'?
For example, I know that a service component returns a 'Down' status when the service is down.

Your statement is not completely correct, if a particular component monitor has any sort of thresholds in it that is when you will see warning/critical. Up/Down is for the status of component monitor itself.
You will need to go through each of these on the link to understand what each one of it does.

Correct me if I wrong- if there are no thresholds, "Powershell script" component depends on the exit code (mentioned or not in the script).

yes, but there isn't a list like the one you are looking for in documentation or kb which will tell you which components will post Up/Down or which will post Warning/Critical.
