Rabbitmq failed after the update from SolarWinds Orion 2020.2.6 HF3 to 2020.2.6 HF4. Attached error screenshot.
After installing the rabbitmq service, even done full rabbitmq reset the rabbitmq message bus failed

yup. pretty much something in the environment is blocking it.
I had this same issue in my DOD install, it was HBSS, and other programs causing the blocking. Windows Applocker could also block it. Disable all products even if they are not antivirus, like any big brother stuff. Run config wizard on core make sure it finishes without any issues, check the log file. Then run on web and pollers. Also use OFFLINE installer works much better.
Not yet confirmed, but support team suspect it may be environment issue, so still they checking.
So is this a kind of bug with the upgrade HF4 ? or specific to environment

Its not yet fixed.
Currently support team provided some workaround to complete the upgrade.

As per the logs its trying to start the rabbitmq app but its not starting.
