Just to provide some clarity here - You can import devices from Orion into the Workspace Studio, just not into the Toolset NPM.

I too am wondering if you can import the Orion database into the toolset?
There is no path to migrate monitoring configuration or data from Orion to Toolset. What you could do is to manually place your critical items in Toolset NPM ahead of time and if Orion goes down, switch on Toolset NPM.
I wasn't really looking at it from a fail over perspective as much as all the devices in your network are already in orion and these are the devices you would be using your toolset on to troubleshoot your network. So it just seems crazy/annoying to have to enter all those devices twice.
Well that is kind of annoying that there isn't better integration between the Toolset and Orion.
What would you like to see?
I'd like to be able to import my devices from orion, or be able to piont it to the orion device database for deviec propogation. Basically almost anything but have to manually enter hundreds of devices over again.
I have to agree with this. I have over 400 devices in Orion and to get them in to NCM I can import them so no great problem there. So would it not be a good idea to be able to import the same devices into the Toolset that we clearly will be using to look at the same switches in Orion/NCM.
Is this info somewhere else? I don't get any info back on that link.

I tried to check the links from previous posters and the resource was not available. I recently had the same use case. I needed to provide a way to monitor our Core/Critical nodes during our 9.5 upgrade.
Needless to say, I learned a lot about the limitations and quirks of the Engineers toolet. I've documented the process I used as well as the problems I encountered. I also included recommendations to Solarwinds on how to correct the issues. I look forward to any feedback from the community as well as SolarWinds on this document.
