Is it possible to schedule a package to download and then install the package before a computer shuts down?
Yes.
Use the Download Only feature of the Update Management tool to force the download to occur at a specified time,
and then ensure that the client is configured to use "Install Updates and Shutdown",
and that the user understands this will happen when they launch the shutdown.

Would it be because I have the package as declined in patch manager therefore it needs to be approved?
The WUA cannot install a declined update.
I approved the package and still the same thing happens.
I would suggest setting aside the concerns about whether the update installs at shutdown for now, and for the moment focus on whether the package is even installable at all.
Is the package listed as "Not Installed" in the console for this system?
Run a DETECTION event on this client and let it actually SCAN the WSUS Server and FIND the update and REPORT it state for the update.
If it properly detects the update as installable, it will download the update immediately, and if the update is already downloaded (it is), it will log that fact, also.
And then create a REPORT EVENT entry showing that the update has been scheduled (or requires administator interaction) to be installed.
