I would suggest submitting a support ticket with these details on your install to help with troubleshooting. I expect they'll want to get logs as well:

What version of Cirrus are you running? How many nodes?
Is node monitoring enabled? If so, does disabliing reduce memory used?
Did this problem recently occur? If so, what/if any jobs or settings changes have you made?

Funny thing is was in a stuck citrix session - bounced the session and it went away.

Chris I'm looking at the task manager again and this .exe is running under a users account. How does this service/process start and where can I change this to a service based account rather than a users account?

This service is used to monitor the nodes that are being managed by Cirrus. We are looking at this issue now trying to reproduce the behavior. We will update this post with more information as it becomes available.

Has SolarWinds confirmed this to be a bug with the new version of Cirrus?

We are still investigating this as part of our upcoming 5.0 release. Have you signed up for the beta yet, if not we would love for you to get the beta and try the new version to see if it resolves this issue.
