Is it possible to schedule a package to download and then install the package before a computer shuts down?

Yes.

Use the Download Only feature of the Update Management tool to force the download to occur at a specified time,

and then ensure that the client is configured to use "Install Updates and Shutdown",

and that the user understands this will happen when they launch the shutdown.

Two notes:

There are ways an advanced user can end-run this behavior (on Windows XP its presented in a menu; on Windows 7 it can be avoided using the CLI SHUTDOWN.EXE command).
Windows 8 and Window Server 2012 (and successors) no longer perform an Install Updates and Shutdown, but rather an Install Updates and Restart.

I have downloaded the package but when I shut down the pc, it didn’t run the package

Install updates on shutdown is configured.

On what operating system? With which logged-on user?

What are the configuration options of the WUAgent on this system?

Notwithstanding the question of the approval state of the update -- which is most certainly a critical question to be resolved -- most notably missing from this logfile is the recording of a REPORT EVENT entry which should have occurred immediately after the REPORT EVENT for the successful download.

AutomaticUpdates Success Content Install Installation Ready: The following updates are downloaded and ready for installation. This computer is currently scheduled to install these updates on Friday, March 21, 2014 at 6:00 AM: - Definition Update for Microsoft Security Essentials - KB2310138 (Definition 1.169.297.0)

The lack of such an entry tells me that the update isn't scheduled/available for installation, thus it did not install.

(Running a reboot immediately after the download event completes is probably not helpful either.)
