I agree. Almost 90% of our missions were created/customized by myself and the community team. The other 10% were out-of-the-box missions and as you can see, some of the language doesn't make perfect sense. I will make sure to change the verbiage on that specific mission as per your request. But freid is correct, following = "friend"ing.

In order to be quoted I am sure you will have to supply something extremely substantial to an issue or product that they have. You will get thwack points for all kinds of other activities. Just play around and have fun, participate in anything that you can on the forums.
To follow someone, I am pretty sure you just add them as a friend. Give it a shot. I believe that is how I got my points for this!
Click on my name > Opens up my profile > top right corner click "add as a friend"

Regarding the quote, I provided all needed information for 2 different projects with 2 different end clients... but never received the points for those project. (1 has been purchased, the other one still pending).
I added you as a friend. If this is the way to "follow" people, the thwack mission should state it. Am I the only one that thinks like that?

I touched base with Nathan and Justin. It looks like you are referring to a sales quote rather than a marketing quote (for lack of a better term). We award points to users who have posted in or have worked with our Marketing and Ux teams and allow us to quote something they said about our products. Does that clear things up a bit? Sorry for the confusion.
