Yes you can use your 10.1 license to upgrade from to the latest version but you will need to have a maintenance contract with Solarwinds. Your upgrade path will need to follow this

Orion NPM 7.8.5 ⇒ 8.5.1 ⇒ 9.1 ⇒ 9.5.1 ⇒ 10.1.3 ⇒ 10.3 ⇒ 10.7

You are best of to contact Solarwinds directly so they can give you all the options and costs if you don't have a valid contract.
