With Ignite there was a free version that let you monitor current activity on UAT and development server. Is that available with DPA?

There is not a free version of 9.0 at this time. But you can still download the free version of 8.3 at Download Database Monitor | SolarWinds
That is a shame I find that useful for dealing with UAT and Development is there any plan to support this. If not I will need to revert back to 8.3 and will not be moving to 9.

Our use cases are development / staging as well as non critical production instances where we cannot justify the full cost.
Sorry, no Database Monitor 9.0 at this time. However, you could take advantage of the new floating license for Development and UAT environments that only need occasional monitoring. In doing so, you'd get the full set of features to use as needed on any of your Development/UAT database instances.
