Can use Cat tools for Real Time alerts (email) when there is a configuration change on any of my cisco routers on the network???????

CatTools configuration change alerting is only as accurate as the interval set for the backup activity schedule.
CatTools does not have any real-time alerting functionality. You may want to look at our NCM product. http://www.solarwinds.com/products/orion/configuration_manager/info.aspx
