How do I send alerts to a twitter account. I read that this is possible, and mentioned KB article from 2010 no longer works it seems.

It does look like the twitter API has deprecated that method of updating status, and hence those instructions might no longer be valid. You will probably need to adapt these instructions to the new Twitter API
