No. I don't think the product or the business case for the modules map well to the OSI layers.  If you really want to use it, however, you could definitely say that NPM does not address Layer 7, but APM is all about Layer 7.

Just trying to put together a justification to management about pruchasing additional modules, with OSI Network layer referencing, i.e. Orion monitors layers 1-4, but with APM we can monitor layer 7, etc.

So there's no official documentation then?

I think we provide some data about just about every layer except Layer 1, but it's not a clear mapping of modules to layers.  What's the problem you're trying to solve?  Or just plain curiosity?
