As I know additonal polling engine is not recommended through a wan link .
If the latency is 50 ms can we do over a wan link ,

The published recommendation is to make sure the ape has under 250 ms of latency between it and the SQL db.
Surely, you can have an APE at a location far away with under 250 ms ms latency. Also, make sure that you have the same time zone as the main polling engine.

Let us say if remote site has 5000 to 1000 elements what are the hardware requirement and license requirement
APE license is basically just a one shot deal, you buy an ape and it will mirror all the modules on your primary server.
As far as sizing the server itself goes, the official SW docs say it should have exactly the same resources as the primary. Real world experience indicates that you probably won't load the APE nearly as much as the core app server but thats what the docs say to give it.
