Is there a way that I can tell how many flows on average we collect from our network devices per second?

Use Windows Performance Monitor to track the Solarwinds Netflow performance object with the "PDU Per Second" counter.
Vendors that are asking me say these counters don't shed light on flows per minute.
If you want average PDUs per minute, just take your average PDUs per second and multiply by 60. The only vendor I'm familiar with that uses a "flows per minute" value is Riverbed, and they count "deduplicated" flows per minute. That's a hard number to calculate, since the amount of post-collection deduplication varies tremendously based on the topology and the number of exporters.
Jswan is right, and I will just add that there are also average counters for PDU Per Second in NTA 3.9, average value is computed from last 5 minutes.
