I am not able to access Network Atlas through web.

How are you getting to this? Have you tried clicking on the link on the sample map page on Network Summary Home page? There should be a link to Download Network Atlas. If not, if you click edit on the map resource, there should be a check box to show that link

It is already checked in the Network resoure,Actully i am not able to edit Network Atlas through web,
While it is there in Orion 9.5

You cannot edit maps through the web, you need to use the Network Atlas application to create, edit and delete maps. You can only mainly view maps from the web
