95th percentile alerting?

This is my challenge...

My company has a full DS3 for Internet connectivity, but we pay on a metered 4Mbps rate, as long as 95% of our traffic per month is 4mbps or less. I can view the 95th percentile data from my interface charts, but I don't think I can create an alert if the "95th percentile > 4mbps". Is there a way this can be accomplished with Advanced Alerts? Under the "Current Traffic" options there is an Average, but nothing that looks to be able to report on 95th percentile values.

Has anyone accomplished this by some other means? Feature request?

We would also like to be able to alert on the 95th percentile. Our internet plan is also based around the 95th percentile.

95th percentile is based on a specified time interval. I'm not sure how this interval could be specified in the alert.
This will require some computation at fixed intervals to remove the top 5% of entries over the specified time interval (hour, day, week, etc).
This calculation must also take into account the statistics polling interval, if it is set differently for various interfaces.

On a similar note, I requested a pre-canned 95th percentile report in Report Writer several years ago...
It would be a nice addition as well.

Just noticed that's a raw SQL-generated report. I want to create a filter on this report to only include one device, filtering by name is fine. Name is "MISRUA01". What do I need to add to these SQL statements to make that happen?
