Configuration Wizard Database Setup - Error Certificate Chain was Issued by an Authority That Is Not Trusted

I'm working on a new installation of NPM with a new dedicated SQL server.

After the installation I get this error message:

Any suggestions how to fix it?

I ran across this twice now. It had nothing to do with a certificate, it was an incorrect account in one case and a locked out password in another.
