Silly question, but is there anyway to monitor services in Solarwinds without SAM?
snmp.... not like that it is a good thing. You get very basic information at best. Honestly, I am not sure what support snmp has in server 2022 and beyond. It has been on the deprecated list for microsoft since server 2012. You would also need to setup a custom undp poller in NPM too. Its just a bad idea...
Which tools do you have? That would help us help you. Other tools have WMI access.

If you have no other tools to use you would create a powershell script that checks the status of all of the services and emails you if any are down. That could be set up as a scheduled task on a different server and ran every X minutes.
Alternately if you have any other tools at your disposal see if they have the capability to monitor services. There are several very inexpensive ones out there.
