Is there an API I can use command line to shutdown/startup/disable/enable a vm

I am trying to automate when I shutdown vm disable alert in solar winds and also when I remove a node in vcenter I need that node to be removed in Solarwinds. Also is there any API documentation to do stuff command line or using scripts.
