Despite the documentation saying so, I can't seem to find where to change the UDP port in KSS v9.6. This is where I'm stopped:
Am I missing something?

Sorry, found it down below the rules in the list. I'm going to assume, however, that I can't bind one UDP port number to one rule, and say 514 to the rest?
That is correct, The port setting is globally set for the application.
