How to send email alerting when there is a specific Event is logged in the server?

Using the SAM alerting or the builtin Solarwinds Orion mechanism,

How can I trigger an alert when the specific event is logged like below in my servers ?

Create a New SAM template and use Windows Event Log Monitor as the component to monitor. Than alert on that.
