Solarwinds NetPerfMon will not change from started to running

We have an issue where our Web GUI wont load/display properly. Monthly patching was completed, and now the website doesn't work.

Rebooted the boxes several times, re-ran the config wizard. Restarted services.

I can get all services to start and run. However I cannot get the netperfmon to change from started to running, and I believe this is what's stopping the display of the website.

Also failed to resolve the issue.

I cannot contact support as our version is EOL. I have a new environment to build, but we now have no monitoring at present, so this has become pretty urgent.

Is there anything else I can attempt to bring the website back online?

Have permissions changed on the server via a GPO or Windows firewall recently?

We had this the other day in one of our deployments, and it turns out that very few people have relevant admin level access to restart the service. Once the server team "fixed" that we got netperfmon running straightaway. Only difference is this is 2022.4.x version we are running.

No permissions change. We use priv access system to access the direct server, so I have admin on the server.

By any chance can you shutdown Windows Firewall temporarily and any Anti virus software too and check if the netperfmon comes up ?

Is there any way to uninstall the applied monthly patching updates to see if they are affecting the services?

Rolled back the patches, and still the same. We've turned off AV etc, and still no difference. Im going to build the new environment today instead, seems the easier option due to EOL/EOS product and DB.
