NTA vs NPM, a How To question about Interface Baseline Utilization...

We need to be able to alert on an interface whos utilization spikes in comparison to it's baseline of let's say 20% over 7 days.

So if the specific interface has a calculated baseline of 20% over 7 days and now it's X higher, alert.

Is that an NTA thing or NPM, and either way, how?
