Create an alert for Orion Polling Engine polling completion rate

Is it possible to create an alert that will trigger when one of the Orion Polling Engine server's polling completion rate drops below 98%?

I am looking for a method to be notified when any of my polling servers completion rates drops below 98% but I am not quite sure how to go about it.  

Any advice would be greatly appreciated.
