Using Solarwinds Orion or even the Application template, how can I monitor the Message Queuing (MSMQ) with Orion, to alert me when the Queue is higher than 1000?

Or when the Purge Event is triggered (MSMQQueue.Purge | Microsoft Docs)

This is for the Windows Server 2019 App server I am using.

With SAM and Performance Counters.

You can start with "PerMon" on the windows server itself to find out the values you are after, then add a "Performance Counter Monitor" component to your SAM template.
