Database server failure

I'm mapping dependencies for SAM itself and am pondering this question: 

What's the noticeable effect on users who are logged in to the web console if the database server goes down?

Aside from no more new data, are there other obvious impacts and are they immediate or gradual?

@w3498-deebcg37nbt84eqn, if you're referring to the SolarWinds in your scenario then the experience is a failure (most of the content in the SolarWinds web console is pulled directly from the DB on page load), and it's relatively immediate.
