I prepared the modern dashboard gives an error when opening it to another account

I prepared a modern dashboard and I wanted to add it to the noc account I opened solarwinds. When I look at the noc account, it gives the following error

It appears that the user does not have permission to access to the dashboard, check the visibility is set to "public" under settings -> manage dashboards -> Set Visibility
