How do you assign SAM monitors in phases?

I'd like to eventually assign a SAM template to a group of containing all servers, but initially I don't want to apply it everywhere. What are some of your approaches to doing this? Is there an approach you can take to scale out deployment yet at the end have Orion show that nodes were assigned because they are members of the final group containing all servers?
