Verifying that the SWIS service is available FAILED
Disabling legacy Syslog and Trap services FAILED

It'll be tough to diagnose the exact problem from just that message. I would look at the Config Wizard logs @ C:\ProgramData\Solarwinds\Logs\Orion\ConfigurationWizard.log for more details.
