Migrate SFTP/SCP server settings to a new server

Is there a way to export all of the configuration including user account data to a new server? I have a server set up on 2012 that is heavily used and we are moving it to 2019.

Just in case anyone else stumbles upon this, for us, we found the config file in c:\ProgramData\SolarWinds. Look for sftp_cfg.xml
