Which response time viewer tool are you talking about? There are several available - some of features of another product. Knowing the specific product could help clarify some of the information.

I am talking about SolarWinds Response time Viewer for Wireshark. Can you please give me understand that what logic will this tool use for showing network and application delay. We know it require Wireshark packet capture input.

Unfortunately that tool has been deprecated (Deprecation Announcement July 2021).

But from what I can remember on the tool, I think it works something like this:

NRT (Network Response Time) = time from SYN request to the ACK back from the far side
ART (Application Response Time) = time from the first data request to the first byte of data back from the far side
