I need access on eLearning Partner Portal on Solarwinds but I don't have access. I tried to register myself but failed. We are Solarwinds partners.

I believe you referring to the education & training category on the customer portal
As I know you can register on the customer portal page and an email/request will be sent to the person who handles the partnership with SolarWinds at your organization, where that person should acknowledge that email/request as you are a member of that organization.
And then will be able to access the SolarWinds Customer Portal.
