Anyone has a solution, - I have open a support ticket but !
I can telnet the port 9001 and they are in the same VLAN and there is no firewall
I have tried all the possibilities mention in the documentation - like certificate, TLS, unrestrictport etc
I turned off TLS on the appliance and managed to get rid of that error

Use these steps if the SEM database is located on the same VM or appliance as the SEM Manager. This is the most common arrangement.
Open the CMC command line. See Log in to the SEM CMC command line interface for steps.
At the cmc: prompt enter manager
cmc: prompt enter manager
At the cmc::manager> prompt, enter disabletls.

abletls
restart

You can remove the port restrictionRestrict access to the SEM reports application,or closs TLS disable Enable TLS if disabled.i tested it and it worked

Yes, it worked for my situation, but when I did the same to my client, it didn't work for him
