'No endpoint listening' error during APE installation

Hi, We are install an additional polling engine in our Solarwinds instance. While trying to connect to the main polling engine from the installer getting the below error. 

There was no endpoint listening at net.tcp://<server IP>:17777/orion/AdminService/OrionSettingsService/IOrionSettingsService that could accept the message. This is often caused by an incorrect address or SOAP action. See InnerException, if present, for more details.

I am able to telnet from the APE server to main PE in the port 17777.

Can any one tell me what is the possible issue.
