This is now available in SEM 2023.4 that released today
I am having the same issue. There is no place to define the business hours time groups in the new interface. SW did you forget this?? I would think you would have added this under the User defined groups. Maybe in a new release? This is a very important field for alerting.

Since I had to deal with this today figured I would help someone else out LOL. You have to download and install the SEM Adobe Air Console. You can find it in the downloads area under Additional Downloads -> Optional Downloads -> Adobe AIR Console Installer. My business hours are finally correct.
Once that is installed, here is how you edit the Time of Day sets (Using Time of Day in Rule Correlation - Forum - Security Event Manager (SEM) - THWACK - SolarWinds Community)
Wow, learn new stuff all the time flash is dead it lives on in adobe air. LEM is alive Sorry but useful none I can view the SolarWinds pre-defined grouped.
I notice the group's solar wind ships with SEM have not been updated since 2008 I think we need to address this as 14 years are eons in security. I will send this a feature request and talk to my Rep about this.
The workaround/legacy console was killed in SEM 2022.4.1 and this feature still hasn't been ported over
