All Users account

Is there a way to create a group or "All users" account that will allow all users on the domain to access the SolarWinds Web Console, but only have view only access?

Yes, you could add a windows AD group such as 'Domain\Domain Users' as an Orion account but we aware if you are also planning to use AD groups for additional admin roles "If a user is a member of multiple group accounts, the group account highest in the list will be applied. (A user will only receive permissions and views from a single group account.)"
