Need to Monitor tunnel/Interface

We need to monitor tunnel/interface when get down , when we apply alert on 0% transmit/receive utilization it give right alert when utilization get to 0%

but issue is that some time interface have no traffic and TX/RX get to 0% but interface is up , in this condition alert get trigger that interface link is down which is false.

how to set alert in this condition when link is get down.

In this condition you just need to determine only status of link, not this utilization. You can do it simple like this:

in tunnel condition it will work but what about link terminated on physical interface and that physical interface remain UP if link get down??

If the operational state was down I think it would be fired this alert because Interface status depends of two parameters - Administrative Status and Operational Status. Like in my example:
