I am planning to migrate from HP OM Manager Agent to Solarwinds I have a number of open message interface policies (opcmsg) that I need to support does solarwinds have this function

I'm not exactly sure how the opcmsg works, but from a glance it seems like in Orion we generally would just write a powershell or bash script to do the same. Orion is primarily an agentless architecture so it doesnt assume it's going to have an open channel to anything on the nodes like that agent does.
Syslog may be a better alternative here. That, or execute scripts using Server & Application Monitor and utilize the optional message field.
opcmsg was part of the OM agent allowing a direct interface back to the mothership via a command line interface which was great for use out of a script. It only worked if the agent was up and running and events were not being buffered.
Likely the best avenue would be to have said events written to a log file that Orion is watching...Orion does also have an agent which allows for the store and forward ability like OM had.
If the events are being generated on a Windows machine monitored by the Orion Agent, then the 2020.2 release of Log Analyzer with its flat-file monitoring could also be used

@mashauer, to me its completely a different context, what you are actually looking for is a comparison between HP OM/OVO vs SolarWinds Orion Suite.
1. Your OVO/OM Agent + opcmsg (push the details captured by your policies/templates on end device back into HP OM/OVO) + OM/OVO policies (templates) is just a way to capture the monitoring parameters/data + related metrics for your infrastructure.
2. There is no straight answer to your query, firstly you will have to list down all the monitoring metrics/parameters that is being captured by HP OM/OVO and then compare that with what SolarWinds Orion Suite can offer, for sure it will not be an apple to apple comparison between these 2 tools but I am sure all the critical metrics are already available on SolarWinds Orion Suite.
3. SolarWinds Orion Suite can use agentless as well as agent based mechanism to monitor an end device, you are free to choose from either of these options. Plus SolarWinds Orion Suite is made up of multiple modules, each module has its own significance. You can only purchase the modules that is required for your need. One thing that you don't have to worry about is what if you need to increase your monitoring capabilities - no issues at all, say on day one you decide to go with minimal monitoring capabilities, you are free to do that by purchasing only relevant SolarWinds modules and later you want to add additional monitoring modules to the scope - you can always purchase additional monitoring modules and install it on the same setup that you already have. SolarWinds modules get hitched and they run as one single unit. When I say modules, I mean something like Network Performance Monitor, Server & Application Monitor etc etc ....
4. To me what you are actually looking for is what SolarWinds Orion can do, well I cant list down everything that it can but Ill just help you to kick off in the right direction:

a. Device Up/Down (Status)
b. CPU
c. Memory
d. Disk/Volumes
e. Interface Up/Down (Status)
f. Interface Metrics (Bandwidth/traffic etc)
g. Syslog can be captured
h. SNMP traps can be captured
i. Hardware Statistics (Temperature, Power, Fan, Chassis etc)
j. There are several other features but as I said can't list down all of it.........
