Due to the December security incident, we are rebuilding our NPM and NCM on a fresh VM using Windows Server 2016 Standard edition, with 8GB RAM. I have run into some permission or issues that I can not explain and wanted to see if other people are getting this. When trying a fresh NMP 2020.2.4 offline install, I thought everything should be on that one download though I did update the .NET on the new 2016 Server as I saw that as a prerequisite. Below is a screenshot of the NPM install process and where it failed. I am trying to use an SA local account. Any idea what is wrong? Also, do I need to install a NPM version prior to 2020.2.4 on a fresh machine to make it work? Would it help to install MS-SQL Express 2017 prior to installing NPM or NCM?
