Monitoring Juniper IRBs

We are currently monitoring Juniper IRB, Layer 3 VLAN interfaces, and frequently see them at over 95% bandwidth utilization but the physical interfaces associated with the IRB are well below 95%. The physical interfaces are typically 10 Gig Ethernet where IRBs are typically 1 Gig. My questions are in this situation where a physical interface has higher bandwidth than the IRB, should we even bother monitoring the IRB? Should we customize the interface bandwidth in Orion/SolarWinds to reflect the physical interface bandwidth on the actual IRB? We also noticed bandwidth was reported 95% utilized on the receive side of the IRB but on the physical interfaces it was actually reported on the transmit side. Are IRBs and SVIs "reversed" regarding transmit and receive? Thanks!
